Recommendations, Part III: The Long Term

In the long term the US needs to pursue a policy of encouraging a more open and responsible Russian government. In recent years Russia has done much to shut down NGOs and media outlets that call for transparency, democracy or accountability, as Freedom House has report. The US and her allies need to both ensure that such independent institutions remain well funded and put pressure on the Russian government to allow their continued operation.
